At the Sculpture Park Anningahof

While in the Netherlands, earlier this year, I visited the sculpture park Anningahof near Zwolle. 

Hiding in the tall grass, I discovered a creature (human/animal/other?) that had its head clearly covered with a red beret.

Creator is the Dutch sculptor Sander Goosen, but the work is without title or further information.
